Yousif: U can create this effect using some kind of lens with extreme depth-of-feild, it kinda looks almost like little toy models..kinda! :) but u can also get the effect using photoshop. Google tilt-shift photography and read about, there's some tutorials on it too.

I know tilt-shift lenses.. I never heard about a technique called tilt-shift, though!
